I am sorry to tell you that Iceland boarders are almost closed.
Prime Minister Katrín Jakobsdóttir announced today that starting Wednesday, August 19 2020, every person arriving in Iceland will be tested for the corona virus at the border, required to spend four to five days in quarantine, and subsequently be tested for the virus again.
The decision was made in response to several new domestic cases having been confirmed in Iceland almost daily since July 23, and due to a similar development in other countries.
All information regarding COVID-19 in Iceland is posted on covid.is.
That means that everyone needs to spend 4 – 5 days (depending on weekend) in quarantine. Quarantine means all visitors must go to their hotel or home and stay there for 4 – 5 days. If you are staying in a hotel you can not leave your room. You are not allowed to go down for breakfast or to the bar or the restaurant. You will need to ask for room service.
You are allowed to go out for a drive if you have a car or can rent one or take a walk with no contact what so ever with anyone. You can not go shopping or sit down at a coffee house or a restaurant.

If the rules of the quarantine is broken the individual will be given a ticked for up to IKR. 100.000 (about $ 730).
All that said you can say the country is more or less closed until further notice.
